Lac Hong University recognizes and supports employees' labour rights, including freedom of association and collective bargaining, through its established University Labour Union, annual Employee Conference, and formal Collective Labour Agreement. These mechanisms promote employee representation, democratic participation, and the protection of legitimate rights and interests across the university's workforce, including women and international staff.

Signing ceremony of the Coordination Regulations between university management and the Labour Union.

On November 27, 2025, Lac Hong University held its Employee Conference for the 2025–2026 academic year at Hall A301, Campus 1, in conjunction with the 8th University Labour Union Congress for the 2025–2030 term. The event brought together 139 delegates representing more than 500 academic staff, administrative personnel, and other university employees.

The conference provided a formal platform for employees to express their opinions, raise workplace concerns, discuss employment conditions, and participate in dialogue with university management. Representatives of the university and the Labour Union addressed employees' recommendations regarding their rights, responsibilities, benefits, and working environment.

A key outcome was the formal signing of the Collective Labour Agreement and Coordination Regulations for the 2025–2026 academic year, reinforcing the university's recognition of collective employee representation and negotiated labour relations.

1. Freedom of Association

Lac Hong University recognizes the University Labour Union as the representative organization responsible for protecting employees' legitimate rights and interests.

The university supports freedom of association through the Labour Union's active participation in employee representation, consultation, workplace dialogue, and institutional decision-making processes affecting employees.

During the conference, the University Labour Union held its 8th Congress for the 2025–2030 term and elected its Executive Committee. This demonstrated the continued operation of the Labour Union as an organized representative body within the university.

Through the annual Employee Conference and Labour Union activities, employees have opportunities to express their views, submit recommendations, and raise concerns directly with university management.

These arrangements demonstrate Lac Hong University's institutional recognition of freedom of association and collective employee representation.

2. Collective Bargaining

Lac Hong University recognizes collective bargaining through the formal negotiation and signing of the Collective Labour Agreement between university management and employee representatives.

At the Employee Conference on November 27, 2025, the Collective Labour Agreement for the 2025–2026 academic year was formally signed by:

  • Assoc. Prof. Dr. Lam Thanh Hien, Rector of Lac Hong University, representing the employer.

  • Mr. Dang Dai Hung, Chairman of the University Labour Union, representing employees.

The signing followed consultation and dialogue between university management and employee representatives. Employees were provided with opportunities to express their opinions and raise concerns relating to employment rights, responsibilities, benefits, and working conditions.

The Collective Labour Agreement and Coordination Regulations establish a formal framework for cooperation between the university and the Labour Union, supporting collective representation, transparent communication, and the protection of employees' legitimate interests.

This agreement provides concrete evidence of Lac Hong University's recognition and implementation of collective bargaining.

3. Recognition of Labour Rights for All Employees, Including Women and International Staff

Lac Hong University's recognition of labour rights is intended to apply inclusively across its workforce, including male and female employees, academic and administrative staff, and international employees.

The university's labour relations framework emphasizes equal recognition of employees' legitimate rights and interests, without distinction based on gender or nationality.

Through the University Labour Union, Employee Conference, and Collective Labour Agreement, the university provides institutional mechanisms for employee representation, consultation, and dialogue on employment-related matters.

These mechanisms reflect the university's commitment to ensuring that women and international staff are included within its approach to freedom of association, collective representation, and fair employment practices.

Lac Hong University recognizes labour rights, including freedom of association and collective bargaining, for its workforce, including women and international staff.

This commitment is demonstrated through three institutional mechanisms:

  1. University Labour Union: A recognized representative organization protecting employees' legitimate rights and interests.

  2. Employee Conference: An annual mechanism for democratic participation, employee consultation, and direct dialogue with university management.

  3. Collective Labour Agreement: A formally signed agreement between university management and employee representatives, establishing a framework for collective bargaining and the protection of employment rights.

The Employee Conference held on November 27, 2025, together with the 8th University Labour Union Congress and the signing of the Collective Labour Agreement for the 2025–2026 academic year, provides institutional evidence of Lac Hong University's continued commitment to employee representation, collective bargaining, inclusive labour practices, and decent working conditions.
